The procedure the Upper House goes through legislation

The Upper House is one of the two legislative chambers of Somalia, as stipulated in Article 55 of the Transitional Constitution.

Bills passed by the Upper House go through different stages, namely 1st, 2nd and 3rd readings.

In the 1st readingeach bill is read before the House by its author, and the Speaker of the House forwards a written document to the Committee to which the law applies. 

In the 2nd reading, the bill is submitted to the House along with a report on the amendments made by the Committee, so that the House can discuss those amendments. 

In the 3rd reading,  the House also submits it to the same Committee along with the amendments made by the Committee after the second reading. Then, the House approves it, and it is submitted to the President of the Federal Republic of Somalia, and published in the Official Gazette of the Federal Republic of Somalia.

The Upper House of the Federal Parliament of Somalia represents the Federal Member States, with legislative powers, oversight of the federal system, and monitoring of government activities, as stated in the Provisional Constitution.
