Committee on Rules of Procedure, Ethics, Immunity, and Senator Welfare of the Upper House of the Federal Republic of Somalia

This committee is responsible for policies concerning the Upper House’s rules of procedure, ethics, immunity, and the welfare of Senators.

Matters falling under this committee include:

a) They summon anyone connected to their official duties.

b) This committee must have legal advisors.

c) Within sixty (60) days of the establishment of this Committee during the first session, time must be allocated to consider the Rules of Procedure as proposed by the Committee.

d) Within thirty (30) days of the commencement of each session of the Upper House, this Committee shall deliberate on the Bill to amend the Law and submit its recommendations to the Upper House for approval.

e) This committee considers matters related to the immunity of members and submits any recommendations to the Council.

f) This committee provides advice on matters related to the loss of membership in the Upper House, as stipulated in Article 59 of the Provisional Constitution.

g) This committee provides recommendations regarding disciplinary measures to be taken against a member of the Upper House for reasons such as misconduct or violation of the House’s Rules of Procedure.

h) This committee proposes administrative measures to strengthen the conduct and ethics of the members.

i) To submit a written report to the Upper House every two months.

j) Any communication between the Committee and any entity with which it has a working relationship must be in writing.

The Upper House of the Federal Parliament of Somalia represents the Member States of the Federal Government, with powers of legislation, safeguarding the federal system, and overseeing government activities, as stipulated in the Constitution.
